This report addresses the continuing war in the Democratic Republic of Congo despite the signing of a ceasefire in Lusaka on 10 July 1999. The paper analyzes the motivation of each of the main parties involved in the conflict to sign the Lusaka agreement and looks at the difficulties that lie ahead if the agreement is to be implemented. The paper explores whether the ceasefire can be implemented, focusing on violations of the agreement, disarmament and withdrawal of foreign troops. The paper argues that the Lusaka agreement leaves key questions about the conflict’s resolution unanswered.
