This report discusses the failure of a peace initiative to end the civil war between the Algerian army and Islamist guerrillas of the Islamic Salvation Front (FIS) that was based on the Civil Concord Law of 1999. The paper outlines the origins and failure of the Civil Concord and discusses the army’s strategy, which aims at military victory and political deadlock. Subsequently, the paper explores the development of Algeria’s Islamic movement since 1988. The paper calls for a lasting solution to the crisis, since Algeria is in a state of social and economic instability.
