This report addresses Liberia’s domestic situation, its implication for regional stability in West Africa and the policy of Charles Taylor, Liberia’s president. The paper introduces Taylor’s Mano River War, outlines the rise of the Liberians United for Reconcilitation and Democracy (LURD) opposition movement and reviews its profile. Subsequently, the paper sheds light on Liberia’s bleak internal situation and discusses the policy dilemma that the international community is facing. The paper argues that the Mano River War must end with negotiations that bring free and fair elections to Liberia.
