One year after the end of the civil war, this report addresses potential chances and obstacles for Angola’s economic and social development, focusing on the need for reforms. The paper discusses issues important for achieving peace, including state development, economic development and political institutions. Subsequently, the paper explores further reform steps necessary to consolidate peace. The paper argues that Angola faces the stark choice between either political and economic reforms or poor governance and violence.
