This paper examines relations between Belarus and Russia. The authors identify changes in Belarus' foreign policy, such as its willingness for cooperation with European countries. They claim that this trend is due to the Belarusian president Alexander Lukashenko's worries about the Russian challenge to his power. The paper discusses these challenges and how Europe should interact within this tense relationship.
