This brief looks at the proposals that have been made for the EU to 1) manage the flow of Europe-bound migrants and asylum seekers more effectively, and 2) weed out “unauthorized” migrants, while also guaranteeing the protections, rights and dignity that refugees are entitled to. In the latter case, the text’s authors contend that reconciling effectiveness and ethics in migration management requires regionally coordinated policies and a truly global outlook towards the policies’ probable impacts.
