This commentary highlights the deficiencies of the 2016 UNHCR annual report on the status of refugees and displaced persons around the world. Because the data in the report is “incomplete and marked by a number of shortcomings,” root cause development programs, which are central to the EU’s efforts to ameliorate its migration problem, may be defined by ideological preferences instead of reliable facts. Yes, repairs are necessary.
