This publication examines how the US can leverage Syria’s fragmentation to achieve US policy goals in the country. After looking at the current situation in Syria and US policy towards, the country, the authors offer six policy options based on two key variables: 1) the level of US investment in Syria, and 2) whether the US seeks to change the Assad regime’s behavior, remove Assad, or allow the Assad regime to remain in power.
