This paper contends that North Korea’s development of nuclear capabilities is creating three significant risks related to 1) disruptions to regional stability; 2) the potential environmental repercussions of fissile material production; and 3) setting a precedent for other ostracized nations who may seek to build nuclear weapons. So how should the international community respond to limit the threat posed by Pyongyang? The text’s author suggests the answer may lie in targeted economic sanctions as well as strategically applied diplomatic pressure.
