This guide comments on the provisions of the Optional Protocol to the UN Convention against Torture (OPCAT) regarding national preventive mechanisms (NPMs). It provides legal and practical advice on a range of issues likely to arise at the national level during the process of establishing or designating a NPM. The guide concludes that effective NPMs embedded in a larger international system are essential to achieving the aims of the Protocol.
