This conference report presents findings of a workshop on international conflict in the 21st century, focusing primarily on the emerging role of non-governmental organizations (NGOs). The paper asks whether the expanding functions are appropriate for all operational NGOs and what can be done about the lack of a single coordination body for the NGOs diverse and dispersed abilities. In particular, the paper addresses the changing nature and new roles of NGOs, the challenge of coordination and NGOs acting as conflict managers.
