This paper provides an overview of the status of the debate over institutional reform in the EU. The authors analyze the roles of the EU Commission, national parliaments and foreign ministers. They conclude that if the German presidency shows sufficient determination and dexterity, it can lay the foundations for a compromise that goes far beyond a lowest common denominator at the June 2007 summit.
