This briefing discusses Serbia's lengthy government formation and the policy it is likely to pursue, focusing on the Kosovo question, cooperation with the International Criminal Tribunal for the Former Yugoslavia (ICTY) and relations with the West. The paper discusses the implications of 21 January 2007 parliamentary elections, reviews the protracted government formation process and comments on the nationalists' victory, addressing winners and losers as well as the new government's composition and policies. The paper argues that the West may have to accustom itself to an anti-Europe, pro-Russian and self-destructively nationalist Serbia.
