This paper examines the consequences of the 2004 EU enlargement on the efficiency and content of decision-making in its Council of Ministers. It analyzes data on some of the general changes that have occurred in the Council since May 2004. The authors argue that this institution has been challenged by the difficult task of getting 25 member states to come to agreement. They warn that these changes pose further challenges to the EU’s transparency and accountability.
