This paper addresses the potential security threats linked to the Albanian minority living in southern Serbia. It suggests ways for the Serbian government to reduce the chances of conflict by addressing some everyday problems faced by the Albanian minority. The author makes recommendations to various actors, including the European Union, and argues in favor of the continuation of the Covic plan combining decentralization and demilitarization.
