This paper assesses the European Commission’s 2007 Legislative and Work Programme in the area of freedom, security and justice. It addresses six particular topics: the "big agendas," strategic objectives regarding security, the EU’s voice in the world, managing migration flows, managing the acquis and connecting Europe to its citizens.
