This paper analyzes the experiences gathered with the European Neighbourhood Policy (ENP), distinguishing between "willing," "passive," "reluctant" and "excluded" EU partner countries. The authors argue that the general political context calls for a strong reinforcement of the ENP since threats to European values are bearing down on the EU from all sides. Accordingly, they outline a 15-point program for achieving a qualitative upgrading of the ENP to give it strategic leverage rather than allowing it to be seen as a poor cousin of the enlargement process.
