This paper examines the EU’s review of its involvement in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, aiming at developing a new Strategy on Central Asia. The author welcomes the initiative to strengthen the EU’s presence in the region. However, he argues that the new strategy should promote policies that strengthen political, social as well as economic change, thus distinguishing the EU from international actors who exclusively focus on stability and the status quo.
