This report examines what is known and not known about the links between terrorism and the prevention thereof. It analyzes terrorism at three levels from individual terrorists to environments and constituencies, and comments on the potential effects of development aid. The author concludes that the interest in terrorism is not matched by empirically founded knowledge.
