This publication analyzes the difficulties the EU will face when negotiating a successor to its Cotonou Agreement, which provides a framework for the Union's relations with 79 African, Caribbean and Pacific (ACP) countries. Key insights include 1) that the political and economic context has undergone many changes since the instigation of the existing agreement; 2) ACP states want to work with the EU to modernize arrangements for cooperation in new fields and growth areas, including investment, services and migration; 3) priorities will have to shift in this process, and Europe’s biggest challenge in this area will be in reshaping its relations with Africa, and more.
