This commentary looks at the so-called Islamic State’s recent practice of crowdsourcing local attacks in order to make up for its growing losses in the Middle East. By encouraging those who operate in radical milieus to incite violence on its behalf, the group has introduced a serious ‘twilight zone’ challenge to counterterrorism forces, primarily by blurring the lines between lone-wolf terrorist acts and collective violence.
