This report addresses the rising tensions in Nepal's borderland region Tarai, focusing on ethnic clashes between the Madhesis and Pahadis groups and the need for political reform. The paper sets out the reasons behind the conflict and describes the political players and their interests. Subsequently, the paper assesses the course of the Madhesi movement and outlines possible scenarios, commenting on the interests involved and the international dimension. The paper argues that a balanced and determined approach from a united Katmandu can deliver a reasonable outcome.
