This paper analyzes how countries have cooperated in the development and linking of their major cities and elucidates the approaches of regional cooperation initiatives to issues like city management, transportation and regional trade linkages. The paper provides an overview of urban development at an aggregated international level, introduces respective initiatives by the EU, the Association of Southeast Asian Nations (ASEAN) and the South Asian Association for Regional Cooperation (SAARC) and concludes with suggestions for effective measures within the SAARC framework. The paper states that cooperation combined with sound infrastructure and economic planning are central for SAARC city development.
