This policy brief discusses a Moroccan initiative to settle the long-standing conflict between Morocco and the Polisario Front. The author criticizes the Moroccan proposal, presented to the UN Security Council meeting in 2007, for suggesting autonomy without recognizing the principle of self-determination. The paper concludes that bringing back the Baker Plan II would be the optimal solution.
