This policy brief advocates effective EU protection of its citizens abroad, and identifies the key legal provision for Article 20 of the Treaty establishing the European Community (TEC). The author focuses on the material scope of the Article and its legal character in regard to its enforceability and justiciability, and individual entitlement.
