This policy brief argues that the decentralization of Serbia by delegating more authority to municipalities could benefit minority groups that constitute a local majority. The author underlines that not only would minorities gain from sound decentralization, but that all municipalities would do so regardless of ethnicity. Ultimately, the paper concludes, decentralization would be an essential step in Serbia’s democratization process, following the example of other Central and East European countries.
