This report details the conference of the Asia Pacific Program for Senior National Security Officers (APPSNO), which brought together national security officers to encourage a shared understanding in the common fight against terrorism and to deliberate on other national security challenges. The first part of the report focuses on the challenge of homeland security in the 21st century. The second part outlines Singapore’s model of national security, while the third part enters into a discussion of developing a whole-of-government approach to homeland security. Lastly, the fourth part discusses new tools and old medicine to protect the public from dangers such as SARS, bioterrorism and pandemics.
