This paper presents the results and proceedings of a 2004 review conference on the commitment of a number of non-state actors (NSA) to abandon the use of anti-personnel mines, a policy initiated by the Geneva Call organization. The paper asks what stops non-signatory NSAs from adhering to the mine ban, identifies the challenges of implementation and monitoring, presents best practices and explores arguments for and against Geneva Call expanding its mandate. The NSA reaffirmed their trust and confidence in Geneva Call as an impartial and independent international humanitarian organization.
