This paper discusses issues related with the discussion and drafting of Bolivia's new constitution, commenting on President Evo Morales' and his party's policy, opposition voices and the danger of renewed confrontation and violence. The paper reviews the work of the constituent assembly and outlines basic regulations of the proposed constitution, including territorial order, the institutional setup and other contentious issues. Subsequently, the paper reviews the record of the Morales government 18 months after its inauguration. The paper argues that Bolivia's political actors must make efforts to find consensus on the nature, limits and timing of political change.
