This paper examines the terrorist attack on the Indian city of Hyderabad on 25 August 2007, exploring India's history of terrorism, identifying potentially responsible groups and assessing the domestic and foreign policy implications. Furthermore, the paper discusses Hyderabad's rise to one of India's economic centers. It argues that with respect to terrorism, the government needs an iron fist in a velvet glove.
