Drawing on case studies, a conference and selected publications, this report examines power structures and the state of the legal systems in the Balkans. The paper looks at the cases of Serbia, Bosnia and Herzegovina and Kosovo to determine how political extremists, intelligence and security forces and organized criminal entities formed enduring power structures during the 1990s that instigated war and persist in obstructing peace. The report identifies obstacles that confront the international community in dealing with this challenge and provides recommendations to overcome them.
