This paper examines how far issues of conflict and armed violence have been integrated within development frameworks in Uganda. The paper analyzes the nature and impact of the Ugandan civil war, the development approaches taken by the country's government and donors and how these approaches address conflict and armed violence. The analysis focuses mainly on the government's Poverty Eradication Action Plan and assesses the respective donor responses. The paper finds a lack of political commitment on the side of the Ugandan government to tackle the root causes of conflict and armed violence.
