This paper reviews Russia's activity in the international market for small arms and light weapons (SALW), highlighting efforts to expand Russia's export markets and focusing upon export sales to Africa, Asia, Latin America and the Middle East. The paper assesses the transparency of the Russian SALW sector, reviews the sector's history since Soviet times and summarizes the existing production and export legislation. Subsequently, the paper provides an overview of the SALW industry, state procurement and exports, sheds light on the estimated value of the Russian exports and comments on licensed production.
