This paper presents a detailed analysis of the Romanian arms transfer controls system and outlines recommendations, commenting on the challenge of EU accession and the discrepancy between written law and its implementation. The paper finds an overall improvement in policy and practice on arms and dual-use goods and technologies (ADGT) transfer controls and points to the necessity of tightening Romanian legislation and practice to ensure comparability with the highest EU standards.
