This paper discusses plans to sell the Indian Advanced Light Helicopter (ALH) to Myanmar, despite existing embargos and sanctions against the country and indirect involvement of both the US and the EU. The paper introduces the proposed helicopter deal, outlines foreign involvement in the ALH and sheds light on violations of human rights and international humanitarian law in Myanmar, also known as Burma. Subsequently, the paper examines the EU and US embargos on the country. The paper argues that the efficacy of the embargo against Myanmar is dependent upon the robustness of the general EU arms transfer control regimes.
