This report summarizes the interventions made at a conference on functional cooperation and security in the South China Sea. It first offers a background to the South China Sea disputes and then discusses the issues of environmental protection, resource management and scientific research. In a third section, the strategic significance of the South China Sea is examined, followed by a reflection on "good order" at sea. Finally, the report identifies some lessons learned and best practices.
