This report presents a study on the inclusion of justice issues in peace agreements concluded between 1980 and August 2006. The authors argue that this allows the establishment of a baseline before the end of the Cold War from which the significance of human rights and justice issues following the end of the period can be better understood. The findings presented in this report illustrate trends in the form that issues related to justice have taken in peace agreements. The report concludes with a series of recommendations.
