This paper discusses India's religious policy. It comments on the implications of an infrastructure project and the general relation between state and religion. The paper introduces the infrastructure project, outlines the Indian concept of secularism, reviews the Congress party's religious policy and points to the lack of a civil code. The paper calls for the state to protect those who criticize religion and argues for the state to become truly agnostic.
