This memorandum assesses the major threats facing Israel's electrical system and the existing approach for coping with them. The text's authors also look at what Israel can learn from how other countries, particularly the US, have responded to similar threats. The study's main argument is that Israel should adopt a comprehensive strategy to protect the country's infrastructure and secure its energy supply as soon as possible.
