This commentary wonders how China’s military modernization plans will evolve, particularly given the modest size of its latest defense budget. Indeed, compared to previous periods of hyper-growth, this year’s 7% increase represents the smallest budget increase in more than 25 years. So, does this reductions herald a new phase of slow military transformation or is it just a temporary ‘intermission’? Only time will tell.
