This report looks closely at recent EU migration policy instruments (including the controversial EU-Turkey deal) and reviews the challenges they raise for human, border and geopolitical security. The report concludes that 1) European policy responses to the refugee problem have undermined the human security of those who need it most, and 2) third country agreements on joint migration management is becoming a bargaining tool that may be used against EU foreign policy interests.
