This paper details how Libya has become a key test case in the war on terror. The author explains that after more than a decade of Libyan terrorist threats, the country's compliance with international demands was set as the necessary condition for it to regain access to the international community. The paper states that if Libya further demonstrates its counterterrorist compliance and measures of international goodwill, the US should respond by restoring diplomatic relations, removing the travel ban and dropping trade and investment sanctions.
