This paper looks at Arms Trade Treaty (ATT) cooperation and assistance activities that have involved Latin American and Caribbean states. While doing so, the text 1) lays out the problems these nations face in trying to combat and control the illicit trade in small arms and light weapons (SALW); 2) clarifies where governments need help to implement the ATT; and 3) proposes specific mechanisms that the Treaty’s stakeholders might use to coordinate their efforts better.
