This policy brief summarizes the US' enduring interests in Iraq and boils them down to three no's: no regional war, no al-Qaida safe havens and no genocide. The authors argue that although the three no's will not require a US troop surge, a robust military and civilian presence numbering in the tens of thousands is necessary to guarantee Iraq's stability.
