This paper discusses ways to overcome modern-day threats to international maritime safety, including piracy, hijacking, trafficking and terrorism. The author elaborates on the need for maritime domain awareness, arguing that this goal must be achieved internationally rather than by one single state. The paper offers an overview of several technological tools for maritime security. It ends with a number of concrete policy recommendations.
