This brief evaluates the evolving role and increased stature of the European Council (EC) within the EU. After revisiting the EC reforms proposed by the Lisbon Treaty and their implementation, the text’s author concludes that the Council has indeed added to its institutional power and legitimacy within the broader EU system. This development, however, has led to two potential problems – 1) an immoderate shift in the balance of power among EU institutions, particularly in relation to the European Commission, and 2) an indirect but real ability of the Council to shape EU legislation.
