This publication reviews the plan Ronald Reagan and Mikhail Gorbachev took at the 1986 Reykjavik summit to eliminate all their nuclear weapons. It focuses in particular on the findings of a review conference held in 2006. The authors outline changes in US nuclear weapon control and reduction policies and assess the relationship between the US and Russia in this regard.
