This publication analyzes the threat posed by financial activity directed toward the proliferation of weapons of mass destruction (WMD) and describes how authorities and financial institutions should conduct proliferation financing risk assessments in order to contain this threat. More specifically, the text’s author first outlines the international control framework and then explains how authorities and financial sector actors fit into the countering proliferation finance regime.
