This briefing note looks at the key issues arising in the proposed directive on labor migration and sets out the main debates. The author looks at the objectives of and the grounds for the proposal. The paper concludes that the directive will be a substantial benefit to the EU economy if it is possible to achieve one smooth, efficient and quick procedure for businesses to fill their third-country national employment needs according to clear and precise rules.
