This report discusses options to utilize the knowledge and wealth of Haitians living abroad for the development of their native country. It outlines the emergence of the Haitian diaspora, examines the diaspora's divergence and identifies ways in which Haitians from abroad can facilitate development. Subsequently, the author looks at the role of Haitian expatriates in politics and presents a 10-year diaspora plan. The paper argues that the inclusion of three million Haitians living abroad could overcome historic nationalistic mistrust, bring a middle class within reach and help Haiti escape its fragile state status.
